It is the responsibility of the Highway department to construct, maintain and repair all of the county-owned roads and bridges encompassing the 165 miles that make up the county road system. In addition, the department assists the 15 townships in construction and maintenance of their 785 miles of township highways and 115 township bridges. The Department also provides engineering and administers Township Motor Fuel Tax Funds and Township Bridge Funds for the 15 road districts in Clark County. County Highway Engineer Dallas Richardson also may close or open county roads during the winter per County Board Resolution.

Dallas grew up in Annapolis, IL and went to school in Hutsonville, graduating in 1997. He then attended the University of Illinois, graduating in 2001 with a bachelor’s of science in engineering.
After college, he was employed with a consulting firm The Farnsworth Group for almost eight years. He worked in St. Louis, Bloomington and Effingham, with the majority of his time in Effingham.
