Proceedings of the Regular Meeting The regular meeting of the County
Board met February 17, 2012 at 8:00 A.M. ROLL CALL 8:00 A.M.
Motion by Dale Murphy and second by Jerry Lowery to approve the minutes of the January 20 meeting. The Chairman put the question and upon the roll being taken all members present voted "aye". Whereupon the Chairman declared the motion adopted. Motion by Don Stephen and second by Ted Perillo to approve the General Claims. The Chairman put the question and upon the roll being taken all members present voted "aye". Whereupon the Chairman declared the motion adopted. Motion by Todd Kuhn and second by Dale Murphy to approve County Highway Claims. The Chairman put the question and upon the roll being taken all members present voted "aye". Whereupon the Chairman declared the motion adopted. County Highway Engineer, Dallas Richardson, went through his highway report (see attached agenda). Bridge inspections are all done except 3. Motion by Ted Perillo and second by Jerry Lowery to accept all Office reports for January 2012 and the Treasurer’s Report for December 2011. The Chairman put the question and upon the roll being taken all members present voted "aye". Whereupon the Chairman declared the motion adopted. Ted reported that the work at the Casey Ambulance building is almost completed and has gone well. Todd reported that contractor (Jay Wilson) has started doing some work on the West Union ambulance building. Carla will get information to Downey to advertise for the sale of West Union’s old ambulance. The Board discussed setting an ambulance refusal rate at $200 for out of county residents. Motion by Ted Perillo and second by Todd Kuhn to charge $200 to out of County residents for an ambulance refusal fee, to be effective March 1, 2012. The Chairman put the question and upon the roll being taken all members present voted "aye". Whereupon the Chairman declared the motion adopted. Jim Bender, County dog pound operator, addressed the Board in regards to dealing with keeping dogs for over 7 days. Jim proposed to charge $5 per day for the first 30 days and $4 per day after 30 days. States’ Attorney Dennis Simonton stated that this should not occur. Jim will meet with the States’ Attorney to discuss a possible solution and/or policy. Jim Bender, 911 Coordinator, reported to the Board on financial problems of the 911 system. Jerry Lowery reported that there is no progress on the highway union negotiations as a mediator is not presently available. Louis Curl of Francis and Associates reported on problems with the Courthouse drainage that will need to be fixed in the upcoming Marshall Streetscape project. Jerry Lowery reported that the ICOPS union will meet next Monday. Supervisor of Assessments Steve Turpin reported that there will be no multiplier this year. The Board discussed setting public official salaries and instructed Downey to send salary information out in next month’s packet. Motion by Ted Perillo and second by Jerry Lowery that the preceding bills as listed in the County Board record be approved. The Chairman put the question and upon the roll being taken all members present voted "aye". Whereupon the Chairman declared the motion adopted. Motion by Ted Perillo and second by Don Stephen that the one day and mileage claims be approved. The Chairman put the question and upon the roll being taken all members present voted "aye". Whereupon the Chairman declared the motion adopted. Motion by Dale Murphy and second by Jerry Lowery that the meeting be adjourned until March 16, 2012 at 8:00 a.m. The Chairman put the question and upon the roll being taken all members present voted "aye".
